Preserve xarray attributes when scaling USGS Coll2 data

This whole chain is pretty messy. Multiple steps which mask out
filled data. We can do it with either xarray or numpy functions,
but, xarray prefers float64 with NaNs, whereas numpy
prefers arrays masked with booleans. ¯\_(ツ)_/¯
