feat: configurable precision for all floating point values

This influences only the output and not the parsing.
The methods `SetWritePrecision` and `WritePrecision` have been added
to handle the decimal places.

The default value is 3 and -1 is special in that it uses
as many decimals as is needed for the exact representation.
