DS-3563 Add SumEmptyZero Function

Added a function that uses Sum but toggles the output for edge cases
* If the input is NULL, then the result is either NA or 0
* If the input is entirely NA, then the result is either NA or 0

The behaviour is controlled by two boolean arguments
