Implementation of automatic detection of RNGs (#130)

* Added support for automatic detection of RNG and the use of user-defined local RNG:

  - Finished implementation of automatic detection of RNGs. It should detect and download if it is remote and detect and use if it is local. Download of remote RNG is its own function. This function downloads it and then returns the filename to the auto_rng function.

  - Implemented testing on custom local RNG file.

  - Wrote unit tests for these two features 

* Implemented --guidelines parameter.

  - Corrected unit tests to work with new guidelines argument

* Unit Testing:

  - Besides the new unit tests for new functionality, shortened hafez files in repo1, renamed repo3 to better show its purpose. Put two unit tests together to please Travis

* Documentation:

  - Updated --scheme explanation and added --guidelines explanation

  - Bumped version number and edited CHANGES.txt
