get file: Fix curl local file:/// URLs on MSYS2

On Windows, the `real curl` test cases from `tests/get/file.bats` were failing
under MSYS2, but not Cygwin or the Windows Subsystem for Linux.

It turns out that curl on MSYS2 can't handle file:/// URLs that contain root
paths that aren't literally on the C: filesystem, and `BATS_TMPDIR` falls into
that category. Also, curl doesn't understand `file:///c/path/to/file`, but it
does understand `file:///c:/path/to-file` or `file:///path/to/file`.
