Update dependency vite to v8.1.6 [SECURITY] (#4514)

* Update dependency vite to v8.1.6 [SECURITY]

* Use relative import of i18n in setupTests

vite 8.1 only applies tsconfig paths to files the tsconfig includes, and
tsconfig.json excludes src/setupTests.ts, so its 'src/i18n/i18n' import
no longer resolved and every test file failed to load.
