Replace pylint with ruff (#867)

We lint the code base with ruff instead of pylint, which takes under
a second instead of almost two minutes. The precommit step ``pylint``
becomes ``ruff``, configured in ``dev/continuous_integration/ruff.toml``.
We select the rule families pointing to bugs and smells, and ignore the
ones against our style (*e.g.*, PEP 585 annotations or ``dict()``).

Ruff does not see type comments, so we replace them with annotations:

    lst: List[str] = []

instead of ``lst = []  # type: List[str]``, and enable ``F401``.

We fix what ruff found. For example, ``zip`` checks the lengths now:

    for root, field_name in zip(roots, field_names, strict=True):

and an ``assert`` message was a tuple due to a trailing comma. We also
use ``itertools.pairwise`` instead of our own helpers, and drop
the version blocks for Python versions before 3.10.
