perf: Serve initial copies during Precompress

A request for the file that Precompress compresses otherwise waits for
the copy at Config.Levels, the full brotli 11 time of the file,
which InitialLevels exists to avoid. Give such requests 1 shared
copy at the initial level, and let the copy of Precompress replace it
in either order.

First br request of a 222 KB script while Precompress compresses it at
brotli 11 with a brotli 6 initial level: 666 -> 14 ms, median of 3.
