Support ``:meth:`` role in descriptions (#783)

We introduce the ``:meth:`` role so that the descriptions in
the meta-model can refer to the methods of the classes, analogous to
``:attr:`` for the properties, *e.g.*, ``:meth:`describe``` in
the context of the class or ``:meth:`Item.describe``` otherwise.

All the targets render the reference, *e.g.*, as
``<see cref="Aas.IItem.Describe" />`` in C#, ``IItem::Describe`` in C++
and ``{@link dummy.types.model.IItem#describe}`` in Java. We test it
with a dedicated common meta-model, ``method_references``.
