fix: Guard templ generation during watch

A separate templ generate deletes the temporary string files used by an
active templ watch. The running server then fails every render until a
template edit recreates those files.
Use expiring lock records instead of process probes so detection works
on Linux, macOS, and Windows without errors from PID reuse.
A record expires 10 seconds after a watch stops refreshing it.
