opt: fold constant compares and jumps (#287)

Resolve ZeroCompare/ValueCompare plus the following cond jump when
operands are known integers. Always-taken becomes GOTO; never-taken
drops both. Joins still clear the known map; a single fall-through
predecessor does not. runIrPasses repeats fold+CFG so if (1<2)
diamonds collapse, then copy-prop and DCE run as before.
