Fix package-lock.json missing cross-platform optional dependencies (post-sync follow-up)

The lockfile only had a single esbuild platform variant (win32-x64), pre-dating
this sync -- npm ci on CI's Linux runners requires the full declarative set
regardless of host platform. Rebuilt from upstream's own complete lockfile
(17c6d6026) as a base, then reconciled it against this fork's actual package.json
(name/version/@wdio/local-runner/chai/globals/sinon/typescript-eslint), instead of
a local npm install regen, which silently narrows lockfileVersion 2 down to only
the current platform.
