feat: gcc -E surface via TokenFilter, inline/restrict, and __func__

Skip leftover preprocessor lines in the TU, inject header stand-in
typedefs, and rewrite gcc -E dialect plus C string concat in TokenFilter
(not the FA). Grammar accepts inline as a function-specifier and restrict
as a discarded qualifier. Sema lowers __func__ to rodata.
