feat: double-heavy floating point (SSE/SysV xmm ABI)

Enable floating constants, usual arithmetic to double, and float<->int
converts on assign, return, and call args. Emit SSE2 *sd ops and pack
SysV xmm0-7 plus AL so FloatingTypesTest is green on intel and att.

Collect externs from IR instead of hardcoding libc names. Store float
globals as hex data words. Literal and immediate helpers live in util.
