[Core] Support scoped overriding in append rules and fix bean duplication on override

- Update DTD (aspectran-9.dtd) to allow child elements inside <append>

- Add scoped ID/name/key tracking in RuleParsingScope for strict overriding verification

- Enforce strict overriding policy in HybridRuleAppendHandler (throws IllegalRuleException if target element does not exist)

- Fix duplicate bean registration in BeanRuleRegistry by removing overridden old BeanRule from typeBasedBeanRuleMap

- Refactor ParametersToRules and RulesToParameters to convert pure Rule POJOs cleanly

- Pass ClassLoader to ShallowRuleParsingContext in saveAsAponFile to prevent NPE/IllegalArgumentException
