fix(space): exclude just-spawned post-approval session from sibling quiesce (#2348)

The sibling-quiesce sweep in processRunTick's runIsComplete block ran in
the same synchronous block as dispatchPostApproval, so it interrupted the
merge/post-approval sub-session the router had just spawned (~2ms after
spawn), stranding approved tasks. Carry the router's postApprovalSessionId
into the sweep filter and skip it; genuine pre-existing siblings are still
quiesced. Adds a regression test covering both sides.
