[change] Improved handling of cascade deletion #256

This change addresses an issue where deleting an organization was
blocked due to `UpgradeOperation` and `BatchUpgradeOperation` records.
The `BlockDeleteAllowCascadeMixin` from `openwisp_utils.admin` is now
used to correctly handle cascade deletions, allowing them when triggered
by a parent object or bulk actions, while still preventing deletion of
in-progress operations with a clear error message.

This change mirrors the implementation in openwisp-utils and
includes new unit tests to verify the permission logic for various
deletion scenarios.
