fix: keep .vscode/launch.json under version control

It was deleted and .vscode/ gitignored in an earlier pass of this
branch, but the shared launch configs (playground and prod-safe
debugger) are worth tracking. Excludes it from the JSON linter, since
it uses // comments (JSONC, fine for VS Code) that the strict JSON
validator rejects.
