feat(utils,web): add IP address pattern matching and CIDR support

- Introduce `IpAddressUtils` utility class for IP address validation, supporting exact matches, octet-level wildcards, and CIDR notation.
- Simplify `SpecificIPAllowedWebActivityServlet` by integrating `IpAddressUtils` for IP-based access control.
- Add `WebUtils.getRemoteAddr` method to extract client IPs, handling `X-Forwarded-For` headers.
