feat(core,web): extend joinpoint header matching to support value and media type conditions

- Refactor `AdviceActivity.isAcceptable` by extracting `isHeaderAcceptable` template method to enable environment-specific header evaluation.
- Add support for `Name=Value` and `Name!=Value` (negative) header rule evaluation in core `AdviceActivity`.
- Override `isHeaderAcceptable` in `WebActivity` to support complex `Accept` header media type matching via `WebUtils.isAcceptContentTypes`.
- Add overloaded `isAcceptContentTypes` utility methods in `WebUtils` accepting `WebRequestAdapter` and varargs `String` media types.
