Use object-shaped stats data and improve error UI

Change stats data from an array to an object in state (initialState and loading branch) and update AllStatsController to treat both arrays and objects as empty. Also replace a spinner with an accessible error alert in pageSpecificStatsController so failures show a clear message instead of a loading indicator. Affects AllStatsController.js, StatsState.js, and pageSpecificStatsController.js.
