fix: DAL-33 stabilize Krylov convergence across binary64 scales (#262)

* Add DAL-33 failing Krylov contract tests

Cover scale-stable arithmetic, direct terminal confirmation, atomic commit boundaries, callback validation, diagnostics, and the independent large-norm oracle before changing the solver.
