fix(sa): union designator last-wins, full zero, and path resume

Allow multi-designator union initializers (last wins), zero the whole
union before placement, zero large local unions with 1/4/8 stores, set
FieldPlanSink failed on type mismatch, and do not resume path fill into
sibling union arms (advancePath and fillFromPath). Pin with functional
tests for residual zero, nested array designators, and outer-struct resume.
