fix(sa,ast): address Phase-1 review union brace-init

- Union brace init: first member only; excess >1 errors; empty element
  zeros whole union object once (no per-arm overwrite).
- Structures keep the existing multi-member brace path.
- Drop dead completeStructTag API.
- Pins for {7} overlay and {0} zero.
