macho: fix handling of common symbols (#964)

The __common section is only used after linking, not for
relocatable objects.

Also fix handling of symbol value for ELF common symbols.

Breaking changes:
- deleted `write::Object::has_common`, `write::StandardSection::Common`, and `SectionKind::Common`
- `read::macho::Nlist::is_undefined` now excludes common symbols
