feat(ast): brace initializers for scalars and structs

- InitializerListExpression + CSNB brace wiring
- lowerLocalInitializer writes StructFieldInit to AnnotationStore
- Codegen reads field inits from store (not AST)
- Nested braces rejected; excess diagnosed; per-member zero
