test: remove unused replica_no_quorum.lua

This instance script was used by the diff test quorum.test.lua.
Commit c3e231d5f2e4 ("Migrate quorum.test.lua") ported that test to
luatest and cleaned up its quorum1.lua and quorum2.lua instance
scripts, but overlooked replica_no_quorum.lua. Nothing in the
repository has referenced it since.
