Merge llmbroker 1.3.0 upgrade into main (issue #24)

Brings the llmbroker 1.3.0 upgrade — preset-mirror provider catalog, delayed
model-quality rating, read-only LLM screen — together with main's Montenegro
receipts and adapters/{receipts,rates} subpackage reorganization, plus
post-review fixes:

- offload blocking sqlite in the async correction endpoints (no event-loop stall)
- do not rate a model negatively when a correction confirms its own category
- reset PRAGMA user_version in the legacy-cleanup migration so the 0.0.11 -> 1.3.0
  upgrade does not crash on a stale schema-version header

Implements #24. Follow-up upstream items tracked in #26 and #27.

Verified on the merged tree: uv run inv pre (all checks passed, pyrefly 0 errors),
uv run pytest (1328 passed), webapp npm test (694 passed).
