Add Ready condition to SriovOperatorConfig with SSA patching

Reuse the shared condition status support so SriovOperatorConfig reports
readiness through standard status.conditions with current observedGeneration.
Cover sync and unsupported-configuration failures, and rename the shared
embedded status helper to ConditionStatus for reuse across CRDs.
