refactor(common): refactor CacheEntry and sync dispatcher internals

Remove unused methods from WorkerListener and ZetaReadQuery, streamline sync listener and publisher code. Extend CacheEntry with substantial new logic, enhance HotKeyCache, PerKeyOrderedDispatcher, and ConsistentHashRing with additional functionality. Add minor improvements to CircuitBreakerImpl, ExpireManager, and ExpireManagerImpl.
