Add spawn-free program preflight resolution

Extract the launch-path PATH/PATHEXT/execute-bit resolution (with
prefer_local handling) into a reusable function shared by spawn and a
new preflight, so resolving a program without running it can never
disagree with the actual launch. Exposes processkit::which(),
Command::resolve_program(), and CliClient::resolve_program(),
returning the typed Error::NotFound with the searched directories on
failure.
