changelog: cleanup 3.8.0 changelogs

Remove all changelogs reported in release notes for 3.8.0, 3.7.1, and
3.6.4 releases.

Also add new downgrade versions (3.6.4, 3.7.1) to the downgrade versions
list (the 3.8.0 version is already present there).
