Fix rustfmt drift and lychee exclude patterns not matching

cargo fmt --all reformats two blocks in running/scripted.rs to match
the CI runner's rustfmt version. .lychee.toml's ^ideas//^decisions/
excludes never matched because lychee applies them against the
resolved absolute file:// URI, not the relative link text; switch to
unanchored path-segment patterns that match regardless of anchoring.
