Review fixes for fast redeploy workflow #10156

- ConditionalSchemaCreator: detect missing @ManyToMany relation tables,
  @ElementCollection collection tables and the SEQUENCE table by computing
  the expected set with the same DefaultTableGenerator that
  createDefaultTables uses (instead of ClassDescriptor.getTables());
  use Locale.ROOT for table name comparison
- redeploy.sh: include ${DEPLOY_PROPS} so redeploys use the same deployment
  options as the initial deployment
- update-metadata.sh: use bootstrap.sh's one-shot bootstrapped check instead
  of a 3-minute wait4x poll (no more racing dev_bootstrap on fresh stacks)
- frd profile: skip test compilation entirely (maven.test.skip) and make the
  container name overridable via -Dfrd.container=...
