fix!: detect numeric conversion and range overflow

- int(double) errors at the int64 float boundary and on NaN/infinity
- unsigned +/* error when the result exceeds the 64-bit range
- timestamp(int|double|string) and duration(string) reject values outside the CEL-valid range
