chore: sync NIC configuration CRDs (#2714)

## Summary
- Sync vendored NIC Configuration Operator CRDs in
`manifests/state-nic-configuration-operator` with the current source
CRDs from `nic-configuration-operator`.
- Bring Network Bay, force, runtime tuning, validation, and status
schema updates into the Network Operator manifests.

## Validation
- `diff -q` against all five source CRDs from
`nic-configuration-operator/deployment/nic-configuration-operator-chart/crds`
- `ruby -e 'require "yaml"; ARGV.each { |f| YAML.load_file(f) }' ...`
- `git diff --check -- manifests/state-nic-configuration-operator`
