Add sky HiPS display controls (#5021)

* Add sky HiPS display controls and layer compositing

-Add per-layer gamma, saturation, brightness, opacity, and RGB channel
controls for sky HiPS surveys. Allow multiple sky HiPS layers to be
displayed together, including channel-based compositing for monochrome
surveys.

-Add reset controls, persist non-default per-layer display settings, and
support optional atmospheric extinction for sky HiPS rendering (making optical
surveys prettier looking).

Planetary HiPS rendering unaffected.

* Separate Layout into two coloumns

* Fix CI error

* Fix indefinitely visible progress bars

* Add ability to invert colors of separate surveys

* Improve groupbox

* Add ability to change contrast of HiPS survey

* Disable light pollution for HiPS surveys when extinction option is enabled

* Add short description of new feature
