feat: add onMonths() wither and getByMonth() accessor to RecurrenceRule

Exposes the BYMONTH constraint via a fluent builder method, making it
possible to construct yearly/monthly rules without parsing a raw RRULE
string (e.g. RecurrenceRule::yearly()->onMonths(11)->onNthWeekday(4, DayName::Thursday)).
