style: fix linter errors and auto-format YAML files

- Add cooldown period configuration to dependabot.yml.
- Allowlist local test tls.secret.yaml in gitleaks.toml.
- Fix spelling typos ('adn' -> 'and') in meshnet manifests.
- Ignore Kubernetes 'NotIn' false-positive keyword in codespellrc.
- Auto-format modified YAML files using Prettier.
