Update Dawn WebGPU binaries (#780)

Update the Dawn WebGPU binary package from 135.0.7049.80 to 138.0.7204.168 and refresh the package hashes.

Dawn v138's native WebGPU header no longer defines WGPUSurfaceGetCurrentTextureStatus_Success. It reports successful surface acquisition as WGPUSurfaceGetCurrentTextureStatus_SuccessOptimal or WGPUSurfaceGetCurrentTextureStatus_SuccessSuboptimal, matching the split-success form that the WASM path already accepted. Treat those two statuses as success for native builds as well so slang-rhi builds against v138 while preserving the existing acquire-next-image behavior.
