Fix markdown, yaml, and spelling lint errors

- Fix markdown styling and spacing in docs/README.md and topo/node/inclusterproxy/README.md.
- Correct spelling errors in Go source files and comments.
- Rename 'dne' (does not exist) variables/arguments in tests to 'nonexistent' or 'missing' to satisfy spell checker.
- Add document start markers to YAML files.
- Fix YAML formatting in cloudbuild/postsubmit.yaml and .github/workflows/go.yml.
- Resolve relative link warning in docs/README.md by using GitHub link.
