* feat: add optional language normalization helper

Fixes #110

* chore: remove duplicate langcodes in extras and add pragma no cover to import fallback

* refactor: simplify normalize_lang, use Language.get API, return '' for empty input

* chore: move normalize.py to utils/language_norm and convert tests to doctests

* docs: document norm extra and normalize_lang

* Mention about normalize_lang in changelog
* Regenerate API referencences
* Add sanmaxdev to contributor section

* chore: remove language_normalizer as extra, manual deps installation is required

* style: fix ruff import sort and unused import

* docs: remove stale info in CHABGELOG.md

* chore: rename language_normalizer to lang_code_normalizer for precision
