Migrate issue triage workflow to claude-code-action@v1 (#5620)

The claude-code-base-action was using a retired default model
(claude-sonnet-4-20250514), causing the workflow to fail on new issues.

claude-code-action@v1 (GA as of June 2026) provides native GitHub
integration, removing the need to manually configure a Docker-based
MCP server, write a prompt file to disk, or enumerate allowed tools.
The workflow shrinks from 112 lines to 47.
