Address network isolation review follow-ups (#5592)

Follow-ups from review of the network-isolation-by-default change.

- Add an e2e case proving isolation is enforced by default (no
  --isolate-network flag), alongside the existing explicit-flag case, so
  both the isolated and non-isolated paths are represented in the suite.
  Extract the shared assertion into a helper to avoid duplication.
- Document that omitting network_isolation on an update request enables
  isolation, so clients that build requests from scratch should send it
  explicitly rather than rely on the codegen default.
