feat: global-resolve-timeout-missing check + --format sarif

New check:
- global-resolve-timeout-missing (info): global.resolve_timeout not set,
  Alertmanager silently uses 5m default

New output format:
- --format sarif: SARIF 2.1.0 output for GitHub Code Scanning
  Findings appear as PR annotations via github/codeql-action/upload-sarif
  Level mapping: error→error, warn→warning, info→note
  Includes rules table with all 24 checks and logicalLocations for yaml paths

Docs: timing.md new section, usage.md SARIF workflow example, counts 23→24

69 tests total.
