feat: route-match-collision check + amlint list command

New check:
- route-match-collision (warn): two sibling routes with identical
  matchers — second route is dead code, never receives alerts.
  Handles match/match_re/matchers forms; order-independent for matchers list.

New command:
- amlint list: rich table of all 23 check codes with level (colored)
  and one-line description, sorted by level then code

Docs: routing.md new section, usage.md list command, index/homepage 22→23

65 tests total.
