fix: ruff E501 + feat: pyproject.toml [tool.amlint] config support

- Fix 13 ruff E501 errors in explains.py and linter.py (long strings split)
- Add pyproject.toml [tool.amlint] as config source alongside .amlint.yml
  .amlint.yml takes priority if both files exist
  Python 3.11+ uses stdlib tomllib; 3.9/3.10 fall back to tomli (optional)
- Update docs: usage.md and README with pyproject.toml example
- 2 new tests for pyproject.toml config loading (60 total)
