style: undo gratuitous churn against main

- Restore Enum marker on ConsolidationPolicy to brace/comma form so the
  diff against main is the single Balanced addition, not a syntax swap.
  Both forms produce identical CRD output; matching main's existing
  style is the higher-order property.
- Drop the trailing period that crept onto the GetCandidates comment.
