feat: prompt tournament — local scoring UI, store, CLI, and tests

Compare 3-5 prompt variants on one task, score outputs 1-5, pick a
winner, and persist runs locally. Adds the tournament server/store/
HTML/CLI plus 21 passing tests, and a README that explains the why.
