ci(nightly): post to #frontend on Cypress nightly failures

Nightly Cypress runs failed silently after we stopped recording to
Cypress Cloud. Add a slack/notify (event: fail) step to the shared
run-cypress job, gated on a new notify_on_fail param so only the six
nightly jobs alert; PR and develop runs stay quiet.

Mirrors the existing deploy.yml setup: circleci/slack@6.1.3 + the
slack-secrets context. Channel is set explicitly to #frontend
(C02U318AW) so alerts don't inherit the deploy default channel.
